<p>A young Christian shopkeeper was sentenced to a life term in prison and  fined more than $1,000 last week following a dubious conviction of  desecrating the Quran, according to Pakistan’s National Commission for  Justice and <a href="http://www.christianpost.com/topics/peace">Peace</a> (NCJP).</p>
<p>Peter Jacob, general secretary of the NCJP, said 22-year-old Imran  Masih of the Faisalabad suburb of Hajvairy was convicted of desecrating  the Quran (Section 295-B of Pakistan’s legal code) and thereby outraging  religious feelings (Section 295-A) by Additional District &amp;  Sessions Judge Raja Ghazanfar Ali Khan on Jan. 11. The conviction was  based on the accusation of a rival shopkeeper who, as part of an Islamic  extremist proselytizing group, allegedly used a mosque loudspeaker  system to incite a mob that beat Masih and ransacked his shop.</p>
<p>Neighboring shopkeeper Hajji Liaquat Abdul Ghafoor accused Masih of  tearing out pages of the Quran and burning them on July 1, 2009. Denying  that he burned any pages of the Quran, Masih told investigators that  the papers he burned were a heap of old merchandise records he had  gathered while cleaning his store.</p>
<p>Masih’s family members said Ghafoor fabricated the blasphemy case  against him because of a business dispute. Nearby shopkeepers, initially  reluctant to talk out of fear of reprisals but eventually speaking on  condition of anonymity, told Compass that they had seen the two men  arguing over business a few days before the incident occurred.</p>
<p>The shopkeepers said that when Masih burned the papers, Ghafoor  started shouting that he had desecrated the Quran and blasphemed <a href="http://www.christianpost.com/topics/islam">Islam</a> and its prophet, Muhammad. In the case against Masih, police later  accused Ghafoor of misusing the loudspeaker system of a mosque to stir  up the mob.</p>
<p>“Ghafoor started shouting that Masih had desecrated the Quran and  made blasphemous remarks about Islam and prophet Muhammad,” said one of  the shopkeepers. “Ghafoor spread misconceptions about Imran Masih, and a  mob of angry Muslim men unaware of the facts attacked Masih and  viciously beat him, looted his shop and later handed him over to  police.”<br />
The shopkeepers added that Ghafoor was a hard-line Muslim  and part of an Islamic proselytizing group.</p>
<p>Section 295-B of Pakistan’s legal code, desecrating the Quran, is  punishable by imprisonment for life. In accordance with Section 295-A  (instigating religious hatred and outraging religious feelings), Masih  was also sentenced to 10 years in prison and a fine of 100,000 rupees  (US$1,170); if he is unable to pay the fine, he will be assessed an  additional six months in jail.<br />
A conviction for blaspheming Muhammad  (Section 295-C) is punishable by death under Pakistani’s notorious  blasphemy laws. Widely condemned by the international community as  easily invoked to settle personal enmities, Pakistan’s blasphemy laws  have come under review in recent months, but to no avail.</p>
<p>The laws are routinely invoked to harass members of minority  communities. Additionally, while police cannot make arrests without a  court-issued warrant for Section 295-A, they can arrest suspected  blasphemers under sections 295-B and 295-C on the complaint of a single  individual.</p>
<p>Masih is incarcerated at District Jail Faisalabad. Sources said he  plans to appeal his sentence to the Lahore High Court.<br />
“No pages of  the Quran were burned or desecrated,” said one member of Masih’s family,  who spoke on condition of anonymity. “It was just a lame excuse to  implicate him in a fabricated case of blasphemy.”</p>
<p>Tahir Naveed Chaudhary, a Christian member of Punjab’s legislative  assembly and Sargodha zone head of the All Pakistan Minorities Alliance  (APMA), said Masih’s case was just one in a long list of incidents in  which blasphemy laws have been used to settle personal grudges. He said  that APMA would provide legal assistance to Masih.</p>

<p>The girl&#8217;s father was also fined and warned the family would be  branded outcasts from their village if he did not pay.</p>
<p>According  to human rights activists, the girl, who was quickly married after the  attack, was divorced weeks later after medical tests revealed she was  pregnant.</p>
<p>The girl was raped by a 20-year-old villager in Brahmanbaria district  in April last year.</p>
<p>Bangladesh&#8217;s <em>Daily Star</em> newspaper  reported that she was so ashamed following the attack that she did not  lodge a complaint.</p>
<p>Her rape emerged after her pregnancy test and  Muslim elders in the village issued a fatwa insisting that the girl be  kept in isolation until her family agreed to corporal punishment.</p>
<p>Her  rapist was pardoned by the elders. She told the newspaper the rapist  had &#8220;spoiled&#8221; her life.</p>
<p>&#8220;I want justice,&#8221; she said.</p>

<p>&#8220;If the people are against us, we cannot be successful,&#8221; McChrystal    told CBS&#8217;s &#8220;60 Minutes.&#8221; &#8220;If the people view us as occupiers    and the enemy, we can&#8217;t be successful and our casualties will go up dramatically.&#8221;</p>
<p>In his report to President Obama and in endless interviews, the four-star general    talks about persuading the Afghans, protecting them and making them secure from    the Taliban. &#8220;Our every action must help secure, mobilize and support the    Afghan people and their government to defeat the insurgency and establish effective    governance.&#8221;</p>
<p>How to &#8220;establish effective government&#8221; in a country that has never    known one, McChrystal does not say. Nor does he tell us how he would do it with    an Afghan leadership made up of war lords, drug barons and a president &#8211; Hamid    Karzai &#8211; who won re-election by creating hundreds of phony polling stations    and stuffing ballot boxes in wholesale fashion.</p>
<p>Undaunted, McChrystal repeats the clichés of classic counterinsurgency,    or COIN, as refurbished by his boss, Gen. David Petraeus, head of Central Command.    American generals used the same vintage phrases in Vietnam, where efforts to    &#8220;protect the population&#8221; led to forcing rural peasants into fortified    &#8220;strategic hamlets.&#8221;</p>
<p>With only slight variations of emphasis, French generals spoke the same lingo    earlier in Vietnam and Algeria, while British generals became the gurus of counterinsurgency    from Malaya to Kenya to Cypress. In these conflicts, one problem stands out:    The counterinsurgents most often lost, as did earlier invaders in Afghanistan,    from Alexander the Great to the British Raj to the former Soviet Union.</p>
<p>But why let all this history get in the way? &#8220;Each historical moment is    different,&#8221; the learned Obama warned us with a flourish from the Greek    philosopher Heraclitus. &#8220;You never step into the same river twice.&#8221;</p>
<p>Forget history, then, and stick with military thinking. The new counterinsurgency    manual that General Petraeus produced calls for &#8220;a range of 20 to 25 counterinsurgents    for every 1000 residents&#8221; in the area of operations. Afghanistan has a    population of some 30 million, which would require 600,000 to 750,000 counterinsurgents,    including American, allied and Afghan troops.</p>
<p>Frederick Kagan, the neo-conservative military strategist who advises both    Petraeus and McChrystal, talks of limiting our counterinsurgency to the Pashtun    areas of Afghanistan, leaving the Tajiks, Hazaras, Uzbeks, and other of the    country&#8217;s ethnic minorities to fend for themselves. Kagan estimates a Pashtun    population of some 16 million, which would bring the counterinsurgent troops    needed down to somewhere between 320,000 and 400,000.</p>
<p>Either way, having enough troops in no way guarantees victory. But, according    to Pentagon doctrine, having too few would make it almost impossible to subdue    a determined insurgency, especially in Afghanistan&#8217;s mountainous terrain.</p>
<p>America now has some 68,000 troops in Afghanistan. Obama has already authorized    another 21,000, and General McChrystal is asking for 40,000 more. This would    bring the American commitment to 129,000. Allied troops number 35,000, and the    Afghans currently have 88,000 soldiers and 82,000 police. This would bring the    total to 334,000, if McChrystal counts on the Afghan forces, which most experts    do not. Washington is asking for more troops from our reluctant allies, while    McChrystal plans to increase the Afghan total to 400,000 by 2014.</p>
<p>Would this be enough to win? Secretary of Defense Robert Gates is reportedly    having second thoughts. &#8220;Even 40,000 more [American] troops don&#8217;t give    you enough boots on the ground to protect the Afghans if the north and west    continue to deteriorate,&#8221; one official told The Wall Street Journal. &#8220;That    may argue for a different approach.&#8221;</p>
<p>Gates has previous voiced the fear that too many foreign boots on the ground    will only encourage more Afghans to join the insurgents, as the Soviet learned.</p>
<p>Others, like Sen. Russell Feingold, fear that foreign boots in the Pashtun    area of Afghanistan will force more of the insurgents into the tribal areas    of Pakistan, where they would meld into a population of over 25 million Pashtuns.    How many more troops would General McChrystal need then?</p>

<p>Beneath today’s orgy of celebrations that marks the anniversary lurks a disturbing reality. Mao’s successors may have embraced cut-throat capitalism to a degree that makes even Western economists blanch. But the arrangements for the parade are a reminder that China remains a deeply authoritarian society.</p>
<p>Kites have been banned from the centre of Beijing, pigeons have been culled and soldiers with machineguns are on every street corner. Scientists are even seeding the sky with chemicals to prevent inclement weather spoiling the celebrations.</p>
<p>None of us should begrudge an industrious and innovative people their return to the top table.</p>
<p>Yet there is a dark side to China’s revival – a disturbing instinct for sabre-rattling and neo-imperialism that arguably poses the biggest threat to world peace since the Cold War.</p>
<p>What terrifies China’s neighbours is the thought that they might be in for the same treatment as Tibet and Xinjiang. And the most obvious target for Chinese expansion is the island of Taiwan, the self-styled ‘Republic of China’ that was established after the American-backed Kuomintang lost the civil war against Mao in 1949 and fled across the narrow Taiwan Strait.</p>
<p>Even though Taiwan now stands as a highly successful state in its own right, the Chinese Communists have never abandoned their ambition to incorporate it into their empire.</p>
<p>Perhaps most worrying, however, is the evidence of Chinese expansionism and interference in Africa.</p>
<p>In 1873 the Victorian explorer Sir Francis Galton suggested that one way to modernise the so-called Dark Continent was to fill it with ‘ industrious, order-loving Chinese’, with Africa becoming a ’semi-detached dependency of China’. Such was the outcry that Galton soon dropped the idea. But more than a century later, he seems to have been ahead of his time.</p>
<p>For in the past decade, more than 750,000 Chinese have settled in Africa, and the red flag now flutters over jungles and prairies alike.</p>
<p>In the ports of East Africa, Chinese cargo ships are loaded every day with oil, timber and diamonds.</p>
<p>Vast Chinese-owned mines pay African labourers less than £1 a day to scratch out copper for the gigantic smoke-belching cities of East Asia. And deep in the heart of Africa, acres of forest are ripped down every day as timber for China’s industrial revolution.</p>
<p>But there is another side to this new Scramble for Africa. For in return, the Chinese are selling African leaders the assault rifles, warplanes and mortars they need for their bloody wars of conquest and ethnic cleansing.<br />
Only last year, Zimbabwe’s despotic Robert Mugabe received a cool £200m in Chinese military aid.</p>
<p>And even the brutal slaughter in southern Sudan, in which hundreds of thousands of non-Muslim peasants were murdered by government militias, was carried out with £55m-worth of Chinese weapons, sold to the Sudanese in defiance of a UN arms embargo.</p>

<p><span>Before Kyrgyz president and US ally Kurmanbek Bakiyev won his hotly disputed reelection this past week, over the past year his government consolidated control. Many opposition politicians and independent journalists were arrested, prosecuted, attacked and even killed.<br />
But the United States has remained silent in response to this wave of violence, apparently wary of jeopardizing its sprawling air base there, which supports the mission in Afghanistan. On the contrary, the Obama administration has sought to woo the Kyrgyz president since he said in February that he would close the Manas base. </span></p>
